I think I agree with you. That guy was probably just a pawn in someone else's game. Although the experience was slightly concerning, I almost feel sorry for him, in retrospect. His people are also going through a lot and being violently manipulated. He probably had to report to someone higher in the hierarchy.

The politicians make the wars. But the average people are the ones who pay for it.
